The catch: when you move, the freeze travels as a percentage rather than a fixed dollar amount, and only if you file for it.
That distinction has cost Texas retirees real money after downsizes they thought would cut their tax bill in half.
How the Over-65 School Tax Ceiling Works, according to Texas Comptroller of Public Accounts
Under Texas law, a homeowner who qualifies for the age-based homestead exemption gets a school district tax ceiling. The Texas Comptroller of Public Accounts sets the qualifying age at 65. Once you qualify on your primary residence, the school-tax portion of your bill freezes at whatever it was in the year you qualified.
Appraisals can keep rising. The frozen dollar figure does not, unless you add improvements beyond ordinary repairs and maintenance. A new roof or replaced HVAC is fine. Add a 600-square-foot primary suite and the ceiling gets recalculated upward.
The freeze applies only to the school district line on the bill. Cities, counties, community college districts, and hospital districts each set their own rules. Some offer their own senior ceilings; others do not. Two seniors with similarly appraised homes in different Texas counties can end up with very different total bills.

Portability Trips Up Almost Everyone
A senior in a modest home in Lubbock qualifies for the ceiling. Ten years later, they sell and move to a larger house in Austin, expecting the frozen dollar amount to travel with them.
It does not.
What transfers is a percentage, specifically, the percentage that the ceiling represented of what the school taxes would otherwise have been on the old home. The appraisal district calculates that ratio and applies it to the new home's school tax bill.
Worked Example
A Texas homeowner's old home would generate $4,000 a year in school taxes at full rate, but the frozen ceiling holds it at $1,000. That ceiling represents 25% of the uncapped bill.
They buy a bigger home where school taxes would run $6,000 a year at full rate. The transferred percentage says the new ceiling is 25% of $6,000, or $1,500 a year. Not $1,000.
The ceiling followed. The dollar figure did not.
On a downsize, a senior selling a large suburban house for a small in-town condo may find the new school-tax bill was already low enough that the percentage transfer saves them less than expected, sometimes only a few hundred dollars a year.
Nothing About This Is Automatic
The transfer does not happen because you told the title company or checked a box at closing. You have to ask for it.

Request a tax ceiling certificate from the appraisal district that granted the original ceiling.

File a new homestead exemption application for the new property, including the age-65 exemption, according to Texas Comptroller of Public Accounts.
Skip any one of those steps and you start over at whatever the new home's uncapped school tax bill happens to be. Every year without the transfer is money the code would have let you keep.
Surviving Spouse Rule
If the qualifying homeowner dies, the school tax ceiling can continue for the surviving spouse, provided the spouse is at least 55 at the time of death and the property remains their homestead. That protection matters most for widows and widowers who might otherwise face a sudden jump in the school-tax portion of the bill.
What to Do Before You Sign Anything
Call both appraisal districts before closing on a new Texas home. Ask the origin district what percentage will appear on your certificate. Ask the destination district how that percentage translates into a school-tax dollar figure on the specific parcel you are buying, and what other taxing units in that jurisdiction offer their own senior limitations.
With the Case-Shiller national home price index at 336.7 as of June 2026, appraised values have kept climbing in most Texas markets, making the school-tax ceiling more valuable every year it stays in place. Losing it on a move is an expensive form of paperwork failure.
