For startups raising fresh capital, the pitch to investors is typically straightforward: provide funding in exchange for equity. Elon Musk's The Boring Company appears to be taking a different approach.

According to a Wall Street Journal report, some investors participating in the tunneling startup's latest funding round were also asked to help recruit employees or make introductions to government officials in cities where the company hopes to build future tunnel projects.

The reported requirement comes as The Boring Company closes a funding round valuing the business at about $20 billion, a sharp increase from its roughly $5.7 billion valuation during its 2022 fundraising. According to a TechCrunch report, the company was seeking to raise around $4 billion, underscoring continued investor appetite for Musk's private ventures.

According to the Wall Street Journal, investors were provided descriptions of roles the company wanted to fill and, in some cases, were expected to assist with business development by connecting The Boring Company with government officials in locations where it could pursue new tunneling projects.

The report added that if investors failed to help identify viable candidates, the company reserved the right to repurchase some of their shares. Musk appeared to confirm the report in a one-word post on X Thursday night, writing, "True."

Boring Company Expansion Plans

The reported terms suggest The Boring Company's next phase may depend on more than access to capital. Unlike software companies that can often scale with additional investment alone, tunnel construction requires engineering talent, regulatory approvals and close coordination with local governments.

That aligns with where the company is today.

After establishing its Las Vegas Loop, The Boring Company is pursuing expansion into new markets, including Nashville and Dubai, while exploring additional projects in other cities. As its ambitions broaden, hiring specialized talent and securing local relationships could become as critical to execution as raising fresh capital.

The reported fundraising terms suggest investors in Musk's private companies may increasingly be valued for more than their capital.

While the Wall Street Journal's report describes an arrangement specific to The Boring Company rather than a broader venture capital trend, it highlights a key point for investors: as ambitious infrastructure projects scale, execution—including talent acquisition and government engagement—can become just as important as access to funding.
