Mace Consult wins project management contract for London Luton Airport expansion

Luton Rising, the owner of London Luton Airport, has appointed Mace Consult to deliver a full suite of programme, project, cost and commercial management (PMCM) services for the airport's planned expansion.
The award positions Mace Consult, working in partnership with Arcadis, at the core of one of the UK's significant infrastructure projects.
Under the contract, Mace Consult will establish key systems, controls and decision-making frameworks necessary for the development, which aims to boost the airport's capacity to 32 million passengers annually.
According to Mace Consult, the firm is tasked with shaping an integrated delivery plan, balancing incremental enhancements with the need to maintain airport operations and coordinate across multiple project interfaces.
The expansion programme, which received its final approval in August 2026, is expected to have wide-reaching local benefits.
The project promises to support thousands of jobs, drive increased business investment, and contribute to the Luton 2040 vision, which seeks to address poverty and inequality in the area and generate broader community opportunities.
Stakeholders expect the airport's expansion to generate 11,000 jobs and deliver up to £1.5bn in annual economic activity once realised, according to Mace Consult.
The company will deliver services including programme integration, planning, design management, commercial assurance, risk management, stakeholder engagement and consents advice.
Mace Consult Europe mobility head Martyn Court said: "The London Luton Airport growth programme is at a pivotal stage, where bringing the right delivery partner on board can help transform complexity into clarity.
"Our appointment reflects this and, by combining the strengths of Mace and Arcadis, we'll put in place the systems, controls, processes and governance that will enable Luton Rising to make informed decisions and progress with certainty towards increasing the airport's capacity to 32 million passengers per year."
Luton Rising is a Luton Council company that owns the Luton Airport.
The airport saw passenger numbers surpass 17.5 million in 2025, alongside its highest recorded customer satisfaction scores.
During the year, the airport received Government approval to increase annual capacity from 19 million to 32 million by 2032, welcomed a new airline, and carried out significant terminal upgrades, including the opening of the UK's largest airport restaurant.
