2 ‘Perfect 10’ Stocks Wall Street Is Betting On

There is rarely one thing that makes a stock worth buying. An attractive valuation can sit alongside weak sentiment, strong earnings can be offset by rising expenses, and an improving outlook can come with a demanding price tag. A stock becomes more compelling when several indicators begin pointing in the same direction.

Finding those stocks, however, means looking beyond any single metric and seeing how the different pieces fit together. That's where the TipRanks Smart Score comes in. The data-driven tool brings together a range of market factors to evaluate each stock against indicators that have historically correlated with future outperformance. It then distills that assessment into a simple score ranging from 1 to 10.

At the very top are the "Perfect 10" stocks. Earning that score means a stock has received favorable readings from several of the factors tracked by the Smart Score, giving investors another way to narrow down the market and find names that may deserve a closer look.

With that in mind, we turned to the Smart Score and found two 'Perfect 10' stocks that have earned strong backing from Wall Street analysts. Let's take a closer look at what has the Street betting on both names.

Quanta Services (PWR)

First on our list of 'Perfect 10s' is Quanta Services, a specialized contractor providing infrastructure solutions across the communications, energy, pipeline, renewable energy, and utility markets. The company's services span the full project lifecycle, including the design, installation, maintenance, and repair of the infrastructure that supports energy and communications networks.

Quanta has operations internationally, but especially in the Anglosphere: in the US, Canada, and Australia. In North America, Quanta has built up the region's largest craft labor force, capable of tackling some of the world's most complex infrastructure challenges. Quanta can bring international resources, including manpower and expertise, to bear on local projects. Among Quanta's capabilities, the company can build out electric power generation, utility services, broadband networks, underground utility conduits, and even concrete construction.

In recent years, Quanta has pursued an active M&A strategy aimed at expanding its range of services and broadening its position beyond utility construction into the wider infrastructure market. Two acquisitions in particular illustrate that strategy. In July 2024, Quanta acquired Cupertino Electric, a California-based provider of integrated turnkey power solutions for the technology sector, in a cash-and-stock transaction valued at $1.54 billion.

A year later, in July 2025, Quanta expanded its capabilities further with the acquisition of Dynamic Systems, a provider of turnkey mechanical, plumbing, and process infrastructure solutions. Dynamic Systems serves customers in the technology, semiconductor, healthcare, and other load-center markets. The transaction carried an upfront value of about $1.35 billion, paid through a combination of cash and stock.

This paints a picture of a solid, specialized construction contractor – and Quanta's earnings results support that. In 2Q26, the last period reported, Quanta's top line of $9.6 billion was up more than 41% year-over-year and beat expectations by just over $962 million. This was accompanied by an adjusted diluted EPS – the non-GAAP figure – of $4.24. This compared favorably to the $2.48 EPS reported in 2Q25 – and it was 93 cents per share better than had been anticipated.

This 'Perfect 10' stock has caught the attention of KeyBanc analyst Sangita Jain, who describes the company's expansion strategy as the place for investors to start when they look into Quanta.

"We think a portfolio broadening through Cupertino, Dynamic, and other M&A has allowed PWR to start delivering on its promise of the project layering effect, driving organic growth higher. With more capabilities brought in-house, it is able to deliver on more project scope, taking a GC role, and keeping margins in house… We think as project sizes have grown through the current reshoring/electrification/DC build cycle execution track record has become a bigger part of the equation and investors are taking note. As the data center sentiment ebbs and flows, we think it makes sense to own companies with strong execution track records and a bigger tool kit to deliver in multiple end markets," Jain opined.

That combination of broader capabilities, larger project opportunities, and a proven execution record sits at the core of Jain's bullish view. She rates Quanta an Overweight (i.e., Buy), while her $807 price target shows her confidence in a one-year bump of ~34% for the stock. (To watch Jain's track record, click here)

Overall, the rest of Wall Street is bullish here, too. PWR's 16 recent analyst recommendations include 12 Buys to 3 Holds, for a Strong Buy consensus rating, and the average target price, currently standing at $802, is almost as bullish as Jain's. (See PWR stock forecast)

CRH Plc. (CRH)

The next stock we'll look at is CRH. This 'Perfect 10' stock is a construction materials company, tracing its roots back to the 1930s but founded in its current incarnation in 1970. The company specializes in providing aggregates, cementitious materials, road materials and services, and water infrastructure solutions, all for construction purposes, in projects across North America and Europe.

The base of CRH's business is its aggregates segment. Aggregates, including such materials as granite, limestone, and sandstone, are the vital raw materials that stand behind modern construction infrastructure. These materials are processed into construction aggregates such as crushed stone, while sand and gravel are other key forms of aggregate. Together, they are essential ingredients in ready-mixed concrete and asphalt, which are widely used in foundations and road construction.

CRH is North America's #1 aggregates producer, and about 95% of the company's total revenues are connected to aggregates. Of CRH's 4,000 total locations globally, some 800 are tied to the North American aggregates business, and the company has 23.8 billion tons of aggregate reserves.

CRH is also a major supplier of materials to the cement and concrete industries, with a particular focus on cementitious products made from industrial by-products and naturally occurring minerals. Through its Eco Material brand, CRH holds more than 50% of the U.S. fly ash market and supports its operations with an extensive logistics network comprising 400 trucks, 4,000 railcars, and 58 terminals.

On the road and water management scenes, CRH is also a leader. The company is the largest asphalt producer and road paver in North America, with over 500 road business locations in North America. Its 80-some water infrastructure locations reach out to all 50 states.

In June of this year, CRH entered into an agreement to acquire 100% of Arcosa, a U.S. provider of aggregates and critical infrastructure products. The transaction, valued at $8.5 billion in cash, is described as 'highly complementary' to CRH's current business, and will reinforce its position as the leading aggregates supplier to the North American construction industry.

In its 2Q26 financial release, CRH reported quarterly revenue of $10.8 billion, up 6% from the prior-year period. The increase was supported by solid demand and pricing momentum, along with contributions from the company's acquisition strategy. Revenue came in more than $120 million above expectations. On the bottom line, diluted EPS rose to $2.21 from $1.94 in 2Q25.

All of this has D.A. Davidson analyst Garik Shmois upbeat on CRH. Shmois points to the company's scale, growth profile, and acquisition strategy as key reasons for his bullish view.

"CRH represents a best-in-class operator, a serial compounder, and a company that consistently generates strong growth. CRH's vertical integration and scale further differentiate it from the group. We also view the Arcosa deal as accretive, and we are particularly excited about the platform expansion into utility towers and the optionality around wind. The aggregates assets are subscale relative to peers, but the upside is that they provide room for synergy capture and further consolidation. Furthermore, with approximately $40B of deployable capital ($31-32B post-ACA) through 2030 across M&A, buybacks, and dividends, the company has both the balance sheet capacity and infrastructure to scale meaningfully. Consequently, we believe CRH's EV/ EBITDA multiple should be higher than current levels," Shmois commented.

Getting down to his bottom line, Shmois gives CRH a Buy rating and a $137 price target, suggesting that the stock will gain about 43% by this time next year. (To watch Shmois' track record, click here)

The bulls are clearly running for CRH. The stock has a Strong Buy consensus rating on Wall Street, based on 11 unanimously positive recent analyst reviews. The shares are trading for $95.86 and the $138.36 average target price is similar to Shmois'. (See CRH stock forecast)
