Costa Rica keeps landing on retiree short lists for good reason. Warm weather, a functioning democracy, a public health system, and an established expat community all make it appealing. But the pitch usually stops at the beach photo. The reality starts with a spreadsheet, a residency file, and an honest conversation about what Medicare will and will not cover once you leave the country. If your plan is Social Security plus a modest pension, here is what the numbers actually look like.

Building the Monthly Budget in Colones

Right now, the dollar buys roughly 454 colones, but your Social Security check lands in dollars while your landlord, your grocer, and the Caja all want colones. In the Central Valley towns that retirees tend to favor, like Atenas, Grecia, Escazu, and San Ramon, a comfortable long-term rental for a couple runs roughly $900 to $1,500 a month, unfurnished. Beach zones like Tamarindo or Nosara can push $1,800 to $2,500. Utilities, which include electricity, water, and internet, typically run $150 to $250, and they run higher on the coast, where air conditioning is a necessity.

Groceries are really two separate categories. Local produce, rice, beans, chicken, and eggs from the feria are cheap. Imported goods like peanut butter, cheddar, wine, and packaged American brands carry heavy import duties and often cost more than they do at Whole Foods. A couple eating mostly local food spends around $500 to $700 monthly, but one who insists on the American pantry spends closer to $1,000. US households averaged $78,535 in total annual expenditures in 2024, so the gap is real but smaller than the brochures tend to suggest.

Pensionado Residency and the Income Floor

Costa Rica's pensionado program makes this legally possible. The category requires proof of a guaranteed lifetime pension income of at least $1,000 per month, documented with an SSA benefit letter or pension administrator statement, apostilled and translated. Social Security counts. If a single retiree's benefit falls short, joint applicants can combine, or the shortfall pushes them into the rentista category, which requires demonstrating $2,500 per month of income for two years or a bank deposit backing it. Pensionado residents must enroll in the Caja with a mandatory monthly contribution, typically 7% to 11%.

Medicare Fact Nobody Wants to Say Out Loud

Medicare does not cover care received in Costa Rica. Not Part A, not Part B, not Advantage plans (with narrow emergency exceptions). This is the single most important line. Retirees paying $202.90 a month in 2026 for Part B coverage that vanishes at the border are throwing money away. Dropping it saves real money, but if you ever move back to the US, the late enrollment penalty adds 10% to your Part B premium for every full 12 months permanently (that penalty is one of several premium traps we mapped in a free Medicare guide). Most expat retirees use a stacked approach: Caja for chronic care and prescriptions, out-of-pocket or private Costa Rican insurance (INS or a global policy) for the private hospital network. Budget $150 to $400 monthly for the private layer, depending on age and pre-existing conditions.

US Taxes, FBAR, and Costa Rica's Territorial System

Moving to Costa Rica does not get you off the hook with the IRS. US citizens must file taxes on worldwide income no matter where they live. If you have a Costa Rican bank account with a balance over $10,000 at any point during the year, that triggers an FBAR filing. Costa Rica operates under a territorial tax system, meaning foreign-source income, which includes your Social Security, US pension, and US portfolio distributions, is generally not subject to local taxes. And yes, Social Security benefits are still payable to US citizens living in Costa Rica through direct deposit.

Whether the Math Actually Works

A couple with combined Social Security near the national average, plus a small pension of $800 to $1,200 a month, is looking at roughly $3,800 to $4,500 in gross monthly income. A modest Central Valley lifestyle, rented, not owned, with Caja plus a private insurance layer, fits inside that envelope with a thin cushion. The beach lifestyle does not, and neither do owning a car, running AC year-round, or eating imported food. The 2027 COLA is tracking at 3.1%, indexed to CPI-W, which reflects US urban wage-earner spending and has nothing to do with Costa Rican inflation or the colon exchange rate. Your raises are pegged to a Cleveland grocery cart, and you pay your bills in colones.

The scenario works on Social Security plus a small pension if three things are true: you rent in the Central Valley rather than the coast; you drop Part B and self-insure through Caja plus a private layer, accepting the penalty risk if you return; and you hold a dollar reserve of 12 to 18 months of expenses to absorb exchange-rate swings. Miss any of those, and the budget stops closing.
